Interlibrary Loan Policy

INTERLIBRARY LOAN POLICIES

 

            Interlibrary Loan is defined as a transaction in which library material or a copy of the material is made available by one library to another upon request. The mission of the Interlibrary Loan service is to obtain library material, books, photocopies of journal articles and videos, for Drury University Faculty, Students and Staff not in the F. W. Olin Library collection.

 

            Interlibrary Loan service in the F. W. Olin Library is based on the following: the National Interlibrary Loan Code, 1980, the Missouri Interlibrary Loan Guidelines (rev. ed., 1992), and agreements with the Online Computer Library Center (OCLC), the Libraries Very Interested in Sharing (LVIS) organization, the Missouri Bibliographic Information User System (MOBIUS), and the Missouri Library Network Corporation (MLNC). The head of Interlibrary Loan and the Library Director will jointly decide upon additions to or changes in these agreements.

 

            As a member of OCLC the Olin Library will participate in the lending and borrowing of library materials in “Traditional Interlibrary Loan”. LVIS is a group formed by OCLC member libraries for the purpose of lending and borrowing of library materials at no cost to members. Membership in MOBIUS has the Olin Library participate in “Tradition Interlibrary Loan” permitting the borrowing and lending of both returnable and non-returnable materials at no charge. MLNC membership permits the borrowing and lending of materials to many public libraries within Missouri.

 

Borrowing

 

            Interlibrary Loan is dedicated to cooperation with other libraries as a public service in order to further the mission and goals of Drury University and the F.W. Olin Library. This service is offered to Drury University faculty, staff, undergraduate and graduate students, both on campus and off campus. Interlibrary Loan borrowing privileges are also granted to Drury faculty spouse / partner, emeritus faculty and spouse / partner, visiting scholars, alumni, and by special permission of the Library Director.

 

            Requests will be ordered within 24 hours of receipt in Interlibrary Loan. The request will be sent to the library or libraries owning the item with the understanding that the lending library makes the decision to fill the request. Interlibrary Loan personnel will contact the on campus patron about personally checking out or photocopying when the requested material is located in Olin Library or when the book may be requested through Mobius. The patron will be contacted when the requested material has arrived and is ready for pickup at the Circulation Desk and when the request is unfilled. Materials requested by off campus faculty, students and staff will be mailed to the patron’s requested address with a return shipping label and postage will be included in the package for all returnable materials regardless of whether they have been borrowed through Interlibrary Loan, MOBIUS, or from Olin Library. Non-returnable materials will be sent by one of the following methods of delivery: email, campus mail or U.S. mail to the requesting patron.

 

            Olin Library will levy a fine of $.50 per day on overdue Interlibrary Loan books and videos borrowed by Drury University students and staff. Drury Faculty, both on campus and off campus, will not be fined for overdue materials borrowed through Interlibrary Loan. The Olin Library Circulation Desk personnel usually will collect the overdue fines and replacement costs for lost items borrowed through traditional ILL. Borrowing privileges will be suspended for those who have excessive overdue fines on Interlibrary Loan, MOBIUS, and Olin Library materials. Unpaid Interlibrary Loan fines will be sent to the university’s business office for resolution with the patron.

 

Lending

 

            Service is offered to other publicly supported or not-for-profit libraries that abide by the National Interlibrary Loan guidelines. Materials will be loaned from the circulating collection with the exception of videos. Requests for loans must be on standard forms; e.g. OCLC and ALA. The borrowing library will be informed of and agree to any costs related to filling the request prior to filling the request. Requests will be filled as rapidly and inexpensively as conditions permit. Service will be suspended for patrons or libraries that abuse interlibrary loan privileges, e.g. excessive overdue fines, refusing payment for damaged items.

 

            The patron’s home library is responsible for any item(s) provided/ borrowed through traditional interlibrary loan until the item(s) are received by the lending library. When a loaned item is declared lost the replacement cost and $20.00 processing fee will be assessed by invoice to the borrowing library. It will be their responsibility to collect the fees from the patron and send the payment to Olin Library ILL.

 

General Management

 

            Statistics will be kept in accordance with Olin Library, MOBIUS, and federal guidelines.
